Poor water quality upstream of the Carolina Power and Light Company (CP&L) Walters Hydroelectric Project (WHP) resulted in establishment of a mitigation fund in lieu of immediate water releases as a condition of a new Federal Energy Regulatory Commission (FERC) license.
